To date, the region has attracted more than SAR 7 billion ($1.87 billion) in foreign investment through environmental projects, highlighting growing demand for sustainable infrastructure and waste management solutions.

SAR 7 Billion in Environmental Investments: Where Is the Money Going?

Partnerships between the Eastern Province Municipality, the National Center for Waste Management (MWAN), and the Saudi Investment Recycling Company (SIRC) are helping accelerate the region’s environmental investment pipeline and create opportunities for long-term private-sector participation.

The region’s circular economy ecosystem includes projects focused on recycling, upcycling, and downcycling across several waste streams, including construction and demolition waste, organic waste, used oils, end-of-life tires, electronic waste, and spent batteries.

In 2025, the Eastern Province awarded one of its largest environmental investment projects. Alongside this, it also announced an agreement to launch a recycling facility covering nearly 1.6 million square meters.

The opportunity is particularly significant given the Eastern Province’s concentration of energy operations, manufacturing facilities, and construction activity. These sectors typically generate substantial volumes of industrial, commercial, construction, and demolition waste.

In this context, the region is also exploring opportunities to establish and operate factories producing recycled materials and products for the industrial and construction sectors, further supporting the development of a local circular economy.

These efforts not only help reduce environmental impact but supporting resource efficiency, employment generation, and industrial development as the Kingdom transitions toward a low-carbon economy.

Green East Initiative Expands Sustainable Development Opportunities

The Eastern Province’s environmental investment pipeline forms part of a broader sustainability drive across the region.

In 2025, the region launched the Green East initiative, which aims to expand vegetation cover, combat desertification, rehabilitate degraded land, improve biodiversity, and enhance quality of life.

The initiative brings together government entities, academic institutions, and community organizations, including partnerships with the Municipality to integrate green spaces into urban planning.

It falls under the wider Saudi Green Initiative (SGI), launched in 2021 as part of the Kingdom’s wider climate and sustainability agenda. Through SGI, Saudi Arabia aims to plant 10 billion trees and rehabilitate 74 million hectares of degraded land.

These targets are helping drive investment across the Kingdom’s expanding green infrastructure pipeline, with much of the inbound investment anchored by the Eastern Province.
