Ministry of Labor (MoL) File Registration: Complete Guide
Learn how the Ministry of Labour (MoL) Portal simplifies labor management in Saudi Arabia. Follow the steps to file, assign administrators, and issue visas.
What is the MoL Portal?
What is MoL File Registration? MoL (Ministry of Labor) file registration is the mandatory first step for foreign companies to hire employees in Saudi Arabia. Opening an MoL file grants access to the Qiwa portal, where businesses manage employment contracts, issue work visas, and track Saudization compliance.
Without an active MoL file, companies cannot hire workers or sponsor employee visas.
MoL Portal Registration Process
Fill Opening File Application:
The first step to registering on the MoL Portal is to submit an opening file application, which may take between 4 and 20 working days, including follow-ups. The required documents include:
- Commercial Registration (CR)
- Articles of Association (AoA)
- MISA License
- Power of Attorney (PoA). The individual submitting the application will also need to provide their identification. A representative listed on the PoA must visit the Ministry of Labor in person with a copy of their ID and the required documents to manually submit the application.
Submit the Opening File Application:
The application must be submitted in person at the Ministry of Labor offices by an authorized representative.
Approval of the Application:
Once submitted, the Ministry of Labor will review and approve the application online. The approval process involves verifying the CR and application number.
Assign an Account Administrator:
After the MoL file is approved, the company must assign an account administrator. This process requires:
- Identity of the team member assigned as admin
- CR
- PoA: The assigned account administrator will be responsible for managing the company’s activities on the MoL Portal.
Account Administrator Assigned:
Once the account administrator is successfully assigned (within 5-15 working days), the business gains access to the Qiwa portal to manage employee work permits and visa issuance.
Why MoL File Registration Is Critical for Your Business
Opening your Ministry of Labor file is a critical step in a successful foreign business setup in Saudi Arabia; it serves as the gateway to all employee-related operations in the Kingdom.
Access to Qiwa Portal
Your MoL file number activates your company's Qiwa account, where you manage all labor operations: employment contracts, visa quotas, Saudization tracking, and workforce reporting.
Ability to Hire Employees
Without an active MoL file, you cannot legally hire Saudi nationals or foreign workers. The file establishes your company as a registered employer in the Kingdom.
Work Visa Issuance
Employee work visas—including the General Manager's initial visa—require an approved MoL file number. No file means no visa processing capability.
Saudization Compliance Tracking
Your MoL file connects to the Nitaqat system, tracking your company's Saudi employment percentage and determining your compliance zone (Platinum, Green, Red).
Labor Dispute Resolution
The MoL file serves as your official registration for accessing Ministry of Human Resources services, including labor dispute mediation and complaint resolution.
Requirements to be Aware Of During MoL Portal Registration:
- The PoA must explicitly authorize a representative to act on behalf of the company.
- Delays may occur depending on the availability of the Ministry’s PoC, so regular follow-ups are recommended.
- After the MoL file is opened and an account administrator is assigned, businesses can access the Qiwa portal for workforce management.
