What is the Muqeem Portal?

Muqeem is a government platform designed to help businesses in Saudi Arabia manage the residency status of their foreign employees. Through Muqeem, employers can handle residency renewals, monitor the entry and exit of employees, and update residency-related information.

Ensuring compliance with residency requirements is crucial for companies in the process of a business setup in Saudi Arabia or those already operating in the Kingdom, especially those with foreign employees.

The platform integrates with other government systems, including Qiwa (labor management), ZATCA (tax authority), and Absher (general government services), creating an interconnected compliance ecosystem.

What You Can Do Through Muqeem

Iqama renewals: Employee residence permits must be renewed before expiry. An expired Iqama triggers frozen bank accounts, financial penalties, and complete removal from the system.

Exit/re-entry visa issuance: Employees cannot leave Saudi Arabia without valid exit visas processed through Muqeem. Business travel, family emergencies, and vacations all depend on Muqeem access.

Residency status monitoring: Track which employees have valid residency, who need renewals, and when permits expire—avoiding last-minute crises.

Travel permission management: Control and approve employee travel requests, ensuring compliance with Saudi immigration regulations.


Muqeem Portal Registration Process:

Step 1: Complete the Registration Form

Before starting registration, gather:

  • Saudi STC mobile number for the General Manager (GM)
  • GM's email address registered with Saudi government portals
  • Ministry of Labour (MoL) file number
  • Valid Commercial Registration (CR) number and expiry date
  • Registered company stamp
  • GM must be physically present to provide signature

Note: The GM cannot complete registration remotely—physical presence in Saudi Arabia is required for signature verification.

Step 2: Attest the Chamber of Commerce (CoC) Letter

To proceed, an active CoC portal account is required, as well as approval from the Ministry of Commerce.

The company must:

  • Create and write a letter for attestation
  • Obtain approval from the Ministry of Commerce
  • Ensure CoC portal account is active

Step 3: Activate the Muqeem Portal

Once the registration form is filled out and the CoC letter is attested, the following are required to activate the Muqeem portal:

  • Muqeem registration form (completed and signed)
  • Attested CoC letter
  • Active Commercial Registration (CR) number for the Saudi entity
  • Active ID for the company's account manager

Step 5: Invoice Payment

Upon completion of the activation request, an invoice will be generated, which the company must pay to finalize the registration process.

Consequences of Muqeem Inactivity:

Tax noncompliance blocks Muqeem access: Failure to file Zakat and VAT tax declarations causes Muqeem to become inactive, preventing exit visa issuance.

Expired documents cascade into bigger problems: An expired General Manager Iqama creates cascading failures: frozen bank accounts, inability to sign documents, and complete operational shutdowns.

Registration errors prevent visa processing: Incorrect employee data or missing documentation blocks all Muqeem services until corrected.
